Paul Dojack Youth Centre (PDYC) is a youth detention centre in Regina, Saskatchewan, Canada. It was built in 1950 [1] and at the time it was named the Saskatchewan Boys School. [2] The budget for building the centre was $2 million. [3] and it has a capacity of 14. [3]
In 1975, the place became a residential treatment home for boys aged 12 to 15. [2]
Between 2009 and 2012 internal videos recorded 5 uses of a full-body restraint known as “the Wrap” which is a full-body restraint device designed to immobilize a person in a sitting position, with hands cuffed and secured via straps and buckles. CBC News obtained at least 12 incidents involving the same youth, named Matthew Michel, who first was detained at age 12 and sent to the Kilburn Hall Youth Centre. One video from August 2010 from PDYC showed 15-year-old Michel restrained for more than three hours while he begged for death. In another moment in the video, the staff shook him by one of the straps to ensure he could not fall asleep, saying "If I'm not sleeping, you aren't sleeping." [4]
On September 1, 2016, four youths escaped from the centre. Provincial authorities stated that three were recaptured shortly afterward and the last one was caught a week later. [5] [6]
