No names that even remotely resemble this at List of township-level divisions of Hunan, and no hits for the full name or any chunks of it at Geonet. Only Google hits are Wikipedia mirrors. This appears to be a poor mistranslation of the original Chinese name, which isn't provided, so we can't backtrack from that. (proposed by Premeditated Chaos )
